The CEFR (Common European Framework of Reference for Languages) scale is the standard guideline that is used when defining fluency in a foreign language. It is broken up into 6 categories (A1, A2, B1, B2, C1, C2) that each have specific benchmarks for fluency at that certain level. This scale is used when taking official language proficiency tests as well and is the most recognized language fluency framework.
